I don't use those EW drones myself (I prefer the energy neutralisers), but judging from their jam strength (1) each one will have ~10% chance of jamming the average frigate and about a 5% chance of jamming an average BS.
It depends - do you really need the jam, or would the damage of 5 T2 lights be more useful? If nothing else, hopefully the other pilot will overestimate their effectiveness and fire their drones/shots on your jamming drones, saving your tank a few shots.

No. If you read carefully, each individual drone has a 5% chance of jamming. If you task all 5 drones on a target, you'll have an overall 23% chance of achieving at least 1 jam per cycle.
Bear in mind that 5% chance is on a 20 sensor strength BS. Different BS have different sensor strengths which will affect the calculation and the probabilities.

If you check the attributes of a WCS, you'll see it kills your lock speed and locking range, thus making them unsuitable for combat loadouts. It was changed several patches ago so that pirates couldn't just run away from any fight they couldn't win half way through. You now either commit or run away at the start.

And if my target gets jammed that means it cannot attacj me for a full 20 seconds duration?
If you look at the attributes of the drone, you'll find the answer to both of your questions (20 seconds).
As far as I know, there is no skill that improves the effectiveness of EW drones, only the range, speed and durability.
